Organize 18 Years of PST Files

I have about 15 pst files (Outlook) containing totaling 30 GB. Once de-duped, i think their should be about 8 GB of data. I would like the emails:
- consolidated into one file
- deduped
- separated into by year
- each year saved in a unique pst file. (the year must be in the filename)
- I would like all the contact information consolidated into one file. when there are conflicts, would like to most recent contact information to display.

This can easily be done in Python using the dictionary data type (this does not allow duplicate fields) hence sorting the data should not be a problem
