These are the broad specifics:
I am looking for a web developer who can create an online document library with two user levels: publishers and readers. Publishers should be able to create profile pages with their own branding (logo in header) and run different publication series (several individual pdf documents) with comment and rating function on each downloadable document. Readers should be able to easily subscribe to publishers and individual publication series (email, RSS, ...) and leave ratings and comments. Both UIs should be very easy to use and the search ability and browsing ease of the library needs to be excellent (maybe Google integration, tags, subcategories, ...)
On the homepage there should be several thematic sections and sub-sections under which publishers can be thematically summarised (Economy, Politics, Society, ...) and different categories of publications can be highlighted (most recent, most downloaded, editor's pick, ...)
I would like to have such a platform based on Wordpress and it should be mobile and tablet responsive.
