Internet Marketing from the Very Beginning of the Process

I have no email list. Starting from scratch. Website is not up yet either.
I want to form a mastermind for other speakers-to-be with the end-goal of creating a live event. In this mastermind we will all share what knowledge we have learned along our journey, consolidate this intel and face our fears together (of stepping out into the spotlight, at least that's mine).
This will be a paid mastermind because I will be providing my services by managing progress by compiling gathered info into emails that they can review at their convenience instead of committing to spending more time every week, which many people don't have to spare (time, that is).
So they will have the advantage of having a loyal group of colleagues to run their ideas past, they will have accountability partners to keep them moving toward their goal to becoming a speaker and they will have the freedom to do this on their own schedule (with likely a few calls to check in and socialize here and there).
I need someone who can help me market this and get my feet off the ground. But I'm on a limited budget until this takes off. The funds from this will get my nonprofit off the ground.
If you can help me get this going, I have plenty of other projects to hire you for. I just gotta get some money coming in. I absolutely believe in paying for value. Show me your value and I'll gladly help you in any way I can.
Since I gave you so many details of my situation, you should be able to reply with details of what your strategy is. Please reply with details of your process and how you will get me from idea to established. A simple email with your resume and qualifications will not be considered as that tells me you do not always read instructions and follow them.
