Simple wordpress or joomla theme creation

A client of mine wants to take their extremely simple "older style" website and fit it into Wordpress or Joomla so that they can edit menu, text and images themselves. The website literally looks like it was designed 10 years ago but they want to keep it that way because of the market they cater to.
This project will consist of the following:
* Creating an overall theme based upon current website design (simple navigation on the left side and header on top, footer on bottom with text/images in the center). So really no designing, you are taking their design and creating a wordpress/joomla theme from it.
* Following some instructions on the content for the pages. Most of it is already in place on the current website it is just copying and pasting over into the CMS so that it looks the same as it current does. There may be some text changes but nothing significant.
* Must use a simple CMS such as WordPress or Joomla, whatever you prefer or recommend.
Looking to award this project within 24 hours. Will need delivery within 72 hours of awarding so I must have full deliverables by February 27th. Good opportunity to grab a quick buck on this project for what I believe to be a very simple project. The bottom line is that my client will need to have the ability to easily change navigation, content and images of all of the pages using CMS.
On a side note, the current design uses a Windows based ASP CMS system and the client is transferring over to a linux based host so they need PHP CMS system such as Wordpress or Joomla.
