Create a Smarphone applikation multiple platforms

I would like an application, where you can take a picture, after you have taken the picture, you should be able to send it to all people, you are connected to in that application, on the picture there should be 2 buttons, in the bottom. It should be a voting application.
Further more, if you are not connected to anyone, then you should have the possibility, to send a request to all the people in your phonebook, asking them to download the application, and participate in the vote.

2. Possibility to send send a picture, with a vote in the bottom
3. Possibility to see old pictures, and the result of the voting.
4. Possibility to create groups within your connections and send to the entire group or entire phonebook.
5. Possibility to see a chart of the vote (E.g Yes / No)
I would like an estimate of the price of this application, it should be developed for both iPhone and Android, it should be easy to translate to other languages, but in the beginning it should be in english.
On request i can send a mockup of the app. I am working on it at the moment.
