ASP.net VB.net or C# Visual Studio 2008 Simple Web Form

This project is a small interaction between a hand held device running Windows CE.
The device will access a simple two text box web page. Will enter a 10 digit number in first box. After entering 10 digits the form will automatically submit the query to a SQL Server 2005 database. The query will return one result (always) or an empty set. If empty set a label to warn the user and start over. If it returns a value display the value as label text on screen and go to next text box. Enter 10 digits on second text box and submit form. That value will be searched on a csv file loaded on the server. It will return one value or nothing at all.
Automatically compare the 2 values returned. If they match notify user of match and display some additional fields from the first SQL Server query.
If it does not match notify user (the SQL query is the master) of mistake.
All code must run in ASP.Net - IIS. You can use C# if you prefer.

SQL query: SELECT [Article7], [Description],[ProductCode] FROM [table_object] WHERE ([barcode] = @barcode) Where Article7 is a 7 digit number and @barcode is the first scanned item from the text box. Then input a 10 digit UPC code. Look up in file (attached) second column then return the value of the first column. This value will always need to be 7 digits. When it is not, add a '0' to the left. This is the equivalent to Article7 in the sql statement above. Compare these two values. If they match display a few additional fields from sql query (I will supply the modified sql query since the one above only has one field).

The sql server, database and table name should be editable through [url removed, login to view] or an xml file or some other text file or method that is simple. The file name and location should also be editable. Thank you!
