Forum, Picture Rating, Games Web Portal

I need an experienced coder to make a Forum with integrated Picture Rating and Arcade Games features. There also needs to be online payment method to obtain credits which can then be used in these features. Full details: 1. User registration is free which entitles user to post in forum and post profile on picture rating section. 2. Members can only play the games in the arcade section if they post a profile on the picture rating section. 3. Members can message other members in the photo section only if they purchase credits (online payment required via paypal. 4. Admin and super moderators will have unlimited number of credits. 5. The Arcade games section must be easily updated with new games. There must be a highscore board which shows the members who have scored the most points on the games. Games can be flash based or any other kind. I will discuss this further with the coder. 6. I will be able to chose my own super moderators, moderators, etc. Forum design could be taken from [url removed, login to view] if possible, will discuss this further. 7. Admin section will show all information of all the members who have signed up to the Picture Rating section, how many credits have been purchased each month and allow me to edit/remove profiles. Also need to allow me to change how many credits can be purchased for however much, i.e. change the packages available to users. 8. Must be Search Engine friendly, SEO with keywords, metatags, etc to achieve high search engine ranking. 9. There must also be the possibility of adding google ads or other adverts to increase revenue. Coder must show how to this. I have a script for Picture Rating already so it is possible to use this. But if coder is able to create one themselves, that is fine. I expect this project to go between $100-$300 so any bids above this will be automatically rejected. ## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
