Create Requirements Document for Multi-tenant Training Website(repost)

This is for a design document only - no coding or programming will be required for this phase of the project.

I need someone to write a technical specification for a website as described below and in the attached PDF document. The specification needs to be detailed enough to allow a person/company to accurately bid on the development (expected to be a $8,000 - $12,000 project). I'm also looking for guidance and ideas on architecture and design (web infrastructure, language, database,etc.). Preference is open source if feasible.

People that submit a bid will be invited to bid on the next larger project.

•Require a SCORM complaint learning management system website that will deliver, track, and management online and instructor led training programs.

•Users will acknowledge terms and conditions of website using mouse or touch screen in browser (similar to [url removed, login to view])

•Website must accept payment by credit cards, PayPal, or purchase order
