Compliance Error Checking System - Web Scraper with Email Notification & Document Saving

We are required to check a website on a daily basis to determine if any transactions were not completed correctly. Website is password protected and requires manipulation of forms (dropdown, etc).

We need this program to login - check a variety of pages, save copies of the pages in .HTML in a specified folder on PC - email us if there are errors on the webpage (for example, 10 transactions did not complete). For regulation purposes, we must have a log of us checking, so everyday an email must be provided that says it has been completed with or without errors.

Additionally, we must be able to drop a .csv or .xls file into a folder to 'check' against transactions. For example, we will drop a file that says we completed 10,124 transactions - your program will go online and check to see if that number is correct.

Everything must have logging -

3/14/2012 8:02PM - Signed On

3/14/2012 8:03PM - Checked Transactions

3/14/2012 8:05PM - Email Sent (no errors)

3/14/2012 8:07PM - Logged OFF

We must be able to access this log file and it must archive on a monthly basis.

System must have configuration - for example, run twice a day instead of once - time of day to run - must keep track of last time ran and must be able to run a 'one off' on a single specified day if needed. For example, I want to check the transactions on 3/01/2012.

Should be written in C# .NET, however open to other ideas if you have a justified reason.
