New CODEC + Player + File Extension

A new CODEC (Ex. DivX, XviD, MPEG..etc) which will be Closed-Source. And a player also (special) which is Closed-Source sure. Sure we need to do a new File Extension (something like MOV, MPEG, AVI..etc) which is also Closed-Source.
Our CODEC will be new in the market and we will care of its Security sides. We have a Technology Document ready and written now (but it is confident). We don't have patent for it yet, we may be doing if it needs.
What we will be doing with this CODEC and Player is securing Media Files (movies/songs) on CDs, on the Internet or any other place.
What we need you to do is to program a new CODEC which is with the same quality of big CODECs like MPEG, DivX...etc
We insist of Closed-Source for security reasons and that the algorithm will be secure not to be hacked easily.
There are many new ideas in this point that will make it nearly 100% secure to hack/crack the movie or copy it. This is the reason why we want to make this project. We will be competing Microsoft RDM and Helix RDM.. with our new Closed-Source CODEC and Player + Extension. We may get companies which would like to secure their Media.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
It needs to work on all Operating Systems.
