Phase1: Website login, registration form with access control

This will be the first part in a few steps until the complete web site is completed. I am doing it in phases to make sure that those developing it are not overwhelmed. So the chance of the person programming this continue to program different phases is pretty high.
What I need right now is a basic website. The theme will be american football. I need an (1) Index page, which is comprised mostly of a splash screen, a logo and some words; (2) the link on the index page will point to register and login (these will be two different pages); (3) I need a registration page (4) and a login page; (5) When a user registers, then will have a settings page where they can connect to friends some what like Facebook's way of adding a friend to your connection; (6) The user can also create a company (only the company name is required) and accept members who want to join the company. There will be different levels of grants when a person connects with a company and also with another user. Different permission grants would be read, write, edit as that would give you access to view, add or change specific information. The grants should be seen as an access control to the objects.
I need someone who understands the namespace introduced in PHP 5.3.x. Also, I want the session, users and company to be treated more like an object. So this will be a true Object Oriented approach; code must not be repetitive, and an object has to pass through an access layer to check its security before it can connect with another object. Also, database connection for an object must be done in a singleton code fashion (I have the code and will pass that to who develops this).
The database will be MySQL and I will provide the connection string and password. I will also be involved with architecting plans as this is Phase #1 and there will be multiple phases.
