Clone of Image Styler

I require a clone of Image Styler. Image Styler is a graphic editor that was released years ago (I think 10) and never went beyond a version 1.

There are a few features I don't need.

1. I don't need photoshop plugins to work

2. I don't need to read/write the native ist file format

3. I don't need to output html or do replacement in html.

I require a clone of Image Styler. Image Styler is a graphic editor that was released years ago (I think 10) and never went beyond a version 1.

There are a few features I don't need.

1. I don't need photoshop plugins to work

2. I don't need to read/write the native ist file format

3. I don't need to output html or do replacement in html.

I expect a clone to be able to (this is not a list of features - it is a highlight to give you a sense of what the clone needs to do)

read/write jpeg,gif,png,svg files

rasterize eps or wmf or svg files from a palette (the shapes palette in IS)

Treat all elements as vector objects that get rasterized.

each element has multiple possible layers that take effect on the original vector outline.

handle opacity, including gradients of opacity

handle gradients of color fills

Again, image styler does much more than this list - the program will be used as the standard (minus the exclusions above and any others agreed on in PMB).

The coder will be allowed to use my extra license during the duration of the coding to see the actual program in execution. The Image styler I have is for Windows but I'm open to bids on either Mac OS X or Windows.
