Laravel/Angular JS Project operator performance system

I am web developer in Ireland. I own several application all that are using a similar configuration of Angular JS front end/ Laravel backend for the API.
I am very busy and am always getting new feature requests.
I would like to develop a very trusting open professional relationship with some freelancers so I can work with them on maintaining these applications.
I will start with one particular project:
I have a tracking system built using Angular JS and Laravel. Its a workflow process tracking system. It uses dynamic forms that can be created by an admin to build a process and track it. These form may or may not have very complex rules attached to it.
There is also a reporting feature in which reports are generated from all the data collected on these forms.
There will be many small projects on this application. The first one I would like to implement is an auto reporting feature.
I have this half complete.
The auto reporting feature make use of existing code in the system that
1. Uses existing mail code
2. Uses existing reporting code
3. Uses my half built configuration where you can add emails as recipients to the reports
With all this existing code and instructions from myself you will finish my auto reporting feature.
Laravel or Angular JS experience is not essential if you are an experienced and competent developer with PHP and JS experience.
