Compile Android Build

I need someone to show me the way to compile this Android project:

If possible in Windows 7, if not it could be on Ubuntu 12.

This project is written in C and uses the NDK.

I also need a process to create an .apk file from the build.

Please, specify if you will show the Windows or the Ubuntu way, and start your message with the word 'fastdroid' in order to be considered.
