Create Amazon Skill for Alexa Devices for IT Support Company

I would like to commission an Alexa skill be created that accomplishes the following:
- Allows an Echo/Alexa device to install a skill for our company
- When the user sets up an account, it'll ask for a code that will be used to tie their company to our database
- The company may say something along the lines of "Alexa, ask [OurCompanyName] to submit a ticket stating [Ticket Information Here]
- Then Alexa would ask a question asking "Is this a low, medium, high, or urgent request?"
- Alexa would then convert the speech to text if possible or we could be emailed the request with the account number and priority inputs
- To be considered indicate and send what other Alexa skills you've created as well as what's 8 + 12
