TERMS OF REFERENCE (ToRs)

Consultancy to Conduct Baseline Study based on NCA’s Result-Based Framework for three Strategic Programme Areas

As part of International organization’s global and country level five year strategy development process for period of 2016-20, organization has planned to conduct a baseline study at the outcomes and outputs levels for its Results based Framework finalized for three thematic programme areas for Pakistan, i.e., Peacebuilding, Gender Based Violence and WASH. The baseline is planned to set annual targetsagainst which impact of work during the next new country strategy period will be measured.

1. Objectives of the Baseline Study

The main objectives of this baseline are:

a) To describe situation before start of programme interventions during new country strategic period (2016-20).

b) To collect baseline data relevant to outcome and output indicators of the Results Framework of three strategic programme areas (WASH, PB and GBV) to establish a foundation on which change can be measured at the end of the country strategic period.

2. Purpose and Scope of Baseline Study

The purpose of the baseline study is to plan, monitor and evaluate future performance of the three strategic programme areas selected by organization in Pakistan. The baseline study will help to collect data to set achievable and realistic indicator targets for each outcome and output level of result framework in the new country strategic plan and, and then determine and adjust progress towards these targets and their respective results. In addition the baseline study will serve as reference point to be able to show change, and collected baseline data/information can be used to set achievable and realistic targets to ensure accuracy and utility of the set indicators.

3. Methodology/Responsibility of the consultant

The consultant work will further be supported by sharing organization’s Baseline Mini-Guide upon finalization of consultant.

Organization will use its partner staff in the field as enumerators in the target districts. Orientation workshops will be held with partner staff (enumerators) to orient them on methodology, tools, data collection and data entry
