Create an Animation

Mr. BN, who prepared the county report, is the individual on the tape. On 2/26/13 at about 10:00 a.m., he was at mile marker 201 observing traffic on I-75 south when he commenced the pursuit. The fleeing vehicle took I-475, the bypass around Macon, and then returned to I-75. Sometime thereafter, he left the interstate and was traveling eastbound on GA Route 247 Conn. When he struck the vehicle being driven by SW, and in which her ex-husband, NW, was a front seat passenger, which had been traveling northbound from the access road to GA 247-Conn.

I am interested in a video map of the route marking the points of any significant audio events. I do not have audio near the end of the chase, as the SO claims their dispatch radios would not reach that far, but you can determine when and where the chase terminated from the accident report.

Please advise if you think you could do this in a form that would be readily understood by normal, everyday people. Should you have questions or need additional information, please advise as well.

Following is a short storyboard for this animation. Attached is the transcribed audio of the the county officer during the chase. There is also a transcription from the dispatcher and another officer. As you will see, this “High Speed Pursuit” took place over 6 counties at sustained speeds of 120 mph. I want to visually show how long this chase went on, where it started and stopped, and what the pursing officer and police dispatcher were saying. I will provide you with 10-12 audio clips or less that will be inserted throughout the chase and need text graphics of what the person is saying. All graphics are really short, most less than a sentence. I will also supply you with the text for the 10-12 audio clips. I do not have any audio clips for the end of the chase because their radio malfunctioned. I will also send you the times in which the audio clips took place in the chase.

Storyboard:

Basically I would like to start off with a 3D Google map of the 6 Georgia counties highlighted in different colors with a big red line representing the pursuit path. There is a beginning dot or star and an ending crash star or dot. A text graphic comes up that says, “High Speed Pursuit” and fades out. We zoom to the 1st county keeping the star or dot on the screen and when we are zoomed in the chase starts and the big red line begins. When you get to the first audio/text clip that same dot or star representing the beginning of the chase highlights on the path and the text bubble comes up. Play the audio clip show the text and then fade out. You will basically do this the rest of the project. As you start to zoom out to the next counties the red line will get smaller but we want it to grow in the same aspect ratio as the start. Just make it bigger basically. We do not have any audio/text clips for most of last half of the animation so the line will just grow. At the end of the animation the crash dot comes in and we are basically back to the beginning, that’s it.

I will have the audio clips and text to you by tomorrow. I can send mp3, aiff, whatever you would like for the audio clips. I need a first cut to review within 48 hours from the time you accept this project. Your deadline will be Nov 2nd. Project budget is $250.
