Obtain license plate text from surveillance video -- 2

I have two video files: one showing a vehicle driving down my street, the other showing that same vehicle (later on) smashing into my house. I am looking to obtain the license plate on the vehicle from either video. The videos are from my surveillance cameras on my home and they are a bit blurry as it was very early in morning when this happened (dark out). This will require some forensic video skills to deblur, stabilize..etc. the video. I just need the frame cleaned up and the license plate number clearly displayed.

File format is .264.

I have been advised by two other professionals that they were unable to assist
