ASP.NET and VB.NET application security

Hello - I am new to development and have some easy tasks for someone to help me with. Before reading on - please ONLY BID if: 1) you have VS2013 2) you have dropbox (I would like you to make changes directly to my project) 3) If you have capacity to do this work 1) I want to restrict access to specific pages based on a user type in my web app (in the past this used to be handled by memberships but i cant seem to find it in VS2013). For example, I want a group called 'End User' to only see specific pages and I want 'Super User' to see specific pages and 'Administrator' to see everything. 2) I want to allow users to login to the desktop version of the app using the same password as the one they created in ASP.net. However I cant work out which encryption it is using to allow users to login. Need help with allowing users to enter their password in the desktop and login using the same credentials they used in the web version in ASP.net 3) From step 2 - I want to allow users to reset their password from the desktop version. But once again, I cant work out what encryption is being used 4) When i publish my app - on end user machine it is saying that the publisher could not be verified. I have checked google and it is saying i need to buy a certificate to verify me. I need help with this to verify me as a publisher 5) I am currently using a test certificate in my VS app. However I would like to buy a proper one and add it to my app. Need help doing this also (also would like recommendations where the best place is to buy this certificate). Note - I know many of these tasks will take literally minutes so please bid accordingly.
