cashback mall

I want to create a CASHBACK MALL similar to this page <[login to view URL]> I want to create my own mall, and no longer use hcard's mall. I need an ADMIN PAGE that will allow me to add more and more affiliate links. I don't completely know how they are doing this, but I am guessing that all of the cashback goes to the affiliate, and the affiliate gives us a file that looks like what is attached so we can put it in everyone's ewallet. - "2plus7 CashBack Sept 2009" etc. My question is... how do they know how much the affiliate spent, and can we write the % of discount BACK to their ewallet immediately? If there was a way we could automatically payout the CASHBACK to the LEVELS of people that were above everyone, that would be perfect. In other words... A sponsored B, sponsored, C, Sponsored D, Sponsored, E, Sponsored F, Sponsored G G purchases from Walmart and gets 5% Cash Back.... 20% split between 5 levels F=20%E=20%D=20%C=20%B=20% I can get you access to the ORACLE DATABASE, and the ONLINE DatabaseSERVER and AP Server. All programming will be done on WINDOWS 2003 with ORACLE DATABASE I need a timeline on this project as well.
