Corporate Website Artwork

I need the work done using Microsoft Expression Studio. Please read on if you can with a budget of $150 max... I need someone to design a corporate presence web site shell page. The company performs high tech coatings similar to powder coating to the military, electronics industry and anyone needing highly specialized protective coatings. This is a very expensive process. The company employ's over 100 people and provides it's service world wide. They want a high quality, high tech web site image without flash or popout/drop down. The design would include a main page that would be cloned for additional pages throughout the website. The design should include a top tab format with tab titles and link titles provided by me. I would also need typical blank tabs to allow for custom expansion. The site will be approximately 20 pages to start but must be editable to future needs. Company logo will be provided. I will be building the site using MS Expression Web. The quick bidding time is due to a meeting with the client next Tuesday at NOON PST. I am looking for examples of work that would fit the budget and not at something specific to the project. I will be reviewing quality of work not content. Creative solutions of other projects would be appreciated. I will review the submittals with the client and contact those he found of interest. I am going to assume that the budget will increase once I review with him the complexity of the project and need to more detailed and informative content. This project would be the first of many I would hope. I am trying to develop a relationship with a web site graphics artist to help me bring oringinal and creative sites to the internet at an afforable cost. Thank you in advance.
