For this budget I would suggest you to go for the cross platform app i.e. using webview for the entire logic part (existing website can be opened). I can provide several native features like debit/credit card scanning with camera, Native sliding menu for navigation making it a Hybrid app which can be easily extended to other platforms too. Note: Ecommerce functionality inside webview is not part of the proposal.
