Hello, I can understand your project requirements. Agents would transfer the call as soon as they want to play a pre-recorded message on a voicemail. For this project, I propose that whenever the agent wants to leave a voicemail to the called party, the agent will press a code for example *1 for the called party to be transfer to a pre-recorded voicemail and then the agent will be free and able to make another call.
