Hi, In you project, Azure has many SQL subscription so we can start from minimal Data Throughput Unit provider and then I will monitor usage and we can switch over to other within fraction of seconds. I am certified Azure professional and also Certified for Infrastructure as a Service in Azure. I have worked on many Multi-tenant deployment architectures along with Geo-Replication requirements. I always design Economic deployment pattern which given BEST performance as service and Economical charges. Because cloud is cheaper if we optimize the service usage.
