What you need is a state machine approach to solve your problem. I can code the solution within a day but needs 2-3 more days to test the solution and get the logs if the timing of the 3 events are good. I've done so many critical timed-based projects before and I assure you that I can give you the most accurate solution to your problem.

Hello, This is actually pretty easy to code, it won't take more than a few work hours to make it working. I have experience before with such systems that are working currently on a 27 days period. Hello, how precise you need it to be? Arduino uses a not very good crystal oscillator, so in 24 hours, there can be a variation of a couple of seconds, if this is ok, it can be done just with the Arduino, if not, you have to use something more precise, like an RTC with the Arduino.
