Design a system and write software on Rasberry Pi for Software Radio Test system

The goal of this system is to integrate the components necessary to construct a test system that can be used to confirm proper operation of tracking modules prior to when launching High Altitude Amateur Radio Balloons. The general idea is to use an inexpensive processor board such as a Raspberry Pi in combination with a GPS receiver, inexpensive software defined radio dongle and some version of AX.25/APRS TNC to provide a compact test set to be used on the flight line to confirm all tracking beacons are working correctly before launch. The system can include its own small touch screen or could include WiFi and serve up web pages to a smart phone browser that is connected to it. Up to 10 tracking modules need to be continually scanned and confirmed working. Each will utilize different APRS ID's and be on different radio frequencies. Each unit needs to be selected, test transmissions received and decoded, compared to the location of the test receiver, show decoded information, receive signal strength and allow for alarm indication if the receive signal level is outside specified limits, the APRS location is outside of a distance including altitude from the test set, and show other transmitted data for the specified IDs This is listed a "C" programming but I am agnostic as to the language used to code this. This is for a 1 off unit so off the shelf sub-assemblies can be used as I am not seeking the lowest possible cost BOM, but rather the most efficient and low cost development of this unit
