Calling all XML Experts!! - SOAP Webservice Integration with XML & Digital Cert 2016

I am looking to hire someone with knowledge on creating and utilizing SOAP web services, authenticating to the service using x509 certificates and creating XML files. There is a digital certificate information involved to authenticate the form submission and this will need to be created as part of the solution. We have information regarding the connection end point (which needs authentication before connecting) and the format required to programmatically generate an XML file. You will need to investigate and understand what needs to be done and we can discuss the implementation from there. The project must be coded in C# in Visual Studio (minimum 2013). You must have a static IP address as we will need to liaise with a 3rd party to add your IP to the exception firewall for testing (connecting to the end point). In summary there is a pre-existing soap service and we would like you to develop a simple webpage (e.g. pressing a button will create an XML file and save to disk, pressing another will initiate calling of the service etc) that consume this service with our provided WSDL file, and connect using the x-509 certificate. Produce an XML file to interact with the service connection established. You know need to know how to programmatically create XML files using C# and provide good commenting on the source code. I'm expecting about a days work to complete this task but feel free to estimate the time frame and we can go from there. I’ve prepared a document that describes in detail what needs to be done.
