It is limit state design, various sets of factors are applied to both actions and material strengths with different factors being used for different conditions. I am very proficient in c, c++. I have 15 years c++ developing experience now, and I have worked for 5 years. Hello I have extensive experience on C and C++. So far I understand your project: You want to get the best structural design by checking different set of parameter. Only strength is the qualifying parameter for a design? Do you have the formula ready for this checking. Is it about shear force and bending moment? Is it a college assignment or commercial project?
