It will be code for Arduino and COM-port parser with bat file for Windows and smth else for Mac. I can do it with bluetooth or usb, or wifi

This is very easy. You can have a look at shutting the computer down with Windows command prompt - command. I will do this with windows desktop application. This can be made as a service( invisible exe) so that it launches when your computer starts up.
