A simple stuff should not take more than 2-3 days the basic thing about you system is we should built stable structure of our database that help us to access information from multiples angles. i have experience of these systems for reference 1 - ERP Management system for Construction company of Karachi 2 - HR system for recruitment company of Florida 3 - Factory/Company management system for pesticides company this project is in closing state. if you decide to convert you current system from excel then why not take the full advantage of web ? i will facilitate you on your reporting stuff and gives you reports that help you for a long time. for example rather take result of employee one by one you can export results of multiple employee on just one click you can store copy of receiving paper and take reports " employee that received their pay " we can make report of on wages, Tax collection, Over Time / Attendance. we can set login rights in that case you can give access of this system to employee so he can see only his stuff. we will discuss these type of stuff in more detail. since you are moving from excel we give you option to export data in excel format when we dealing with web we have no direct access to printer so we give you result in excel/PDF for printing mention time/cost is for simple login system( not the advance one i mention above ) with your form and some reports that have option to export in excel/PDF above time/cost may vary if you want big reports

For example: The second time you are entering data for a given person, it will pull up the relevant information that's already stored. You'd be able to change anything that you need to, but if it's the same person, why would you want to enter fields like the date of birth? I will create the form and report to your specifications. For example, if you want the report to look exactly like the attached Word document, I can do that. I'll also make any changes you want on the form or report after I've delivered it. Assuming I can obtain reasonable output from your spreadsheet, I'll be able to import that data into a database table without any problem. I've been developing software for a long time.
