i am currently at the research stage but I would like to build a website similar to Gumtree where people can post jobs and respond to adverts. I don't have any specific designs in mind, rather wanting to get ideas on costs, find someone who is able to do this, to decide next steps.

But it is not the right way, initially we can go through the requirements but we definitely need to spend time to write the proposal. Also we do not post the portfolio and work examples publically to avoid other people copying it and claiming as their own.
