Create Website and CSS Theme

I am seeking a "Front End Developer" that is capable of creating a clean, sleek, and attractive design and then creating HTML and CSS from it. I already have all of the functionality of my site, but I need a theme/skin/style for the application as well as a main website. The expected end product is a collection of Photoshop/Illustrator files, as well as a flat version of the site in HTML and CSS. You are free to use sample data and place holder text, ultimately I'll take your product and wire it up to my back end. The site is [login to view URL], it's an online password management system. A functional (though not very pretty) version is online if you wish to take a look at it. Attached are several images of the different components of the actual application that need a design. In addition to the attached images I am looking for a 1 page website to serve as the primary landing page. I'm a big fan of parallax designs, basically something with 3 or 4 places where I can put marketing material and an easy way for people to login or signup.
