Build a Freelancer Website

I want to build a freelancer website that connect people with different profession to customers. 1-The website need to be in Arabic. ( I can help with the translation) 2- users or customers can create an account. The account will provide these things: -registrar customer's information: Name,email,phone number,city,age,occupation. -account to verify that he requested a specific freelancer for a job, so then he can write a verified review on the freelancer page/profile. 3- Freelancer must create their account. The account will provide these features: -create profile with his information: name, freelancing profession, picture,hourly rate, age, location...etc 4-The freelancer can be asked for a Quote for a job by the users/customers. This feature can be activated or deactivated by the freelancer 5- Interactive map the shows close freelancers. 6- it is preferred that the website is mobile friendly ( can be browsed easily through iphone...) 7- on the main page visitors will see three things clearly: Post A job button, Be A Freelancer button, and a box to search for freelancers by profession, location and rates rates. This must be visible with no need to scroll down. 8-To down the cost, I prefer to use ready made template, and then edit and translate it. I'm thinking of this one.
