Build a WordPress Website according to the supplied specification

I have a design completed for a new Wordpress Website I now need this to be created as a Wordpress Template compatible with the current version of WordPress. It contains considerable Video and Textual Blog areas and needs to be expandable by the users being able to add several bespoke page types. A significant pack of documentation and designs has been created and uploaded with this project and this sets out the exact specification of the required outputs (the website) and anyone wishing to bid for this work must ensure that they have fully read and understood the design brief for the project.
