Create a Program for Data Analysis

I need the project completed and working correctly within 24 hours. Input files are data files in .csv format. The output of the program script should be in txt or csv format. Please note that you can not use EXCEL because EXCEL can handle only up to 1.2 million rows. The project is to create a program (I do not care what programming language) to analyze large data (over 3 million observations). Most of the analysis is counting and simple calculations. For example, the input has two columns: Var1 Var2 12 5 12 6 12 9 32 5 32 8 54 2 54 9 1) For each var2 value, Count the number of var1 that include this var2 value. 2) Count the number of possible combinations of var2 values that appear with the same var1 value The project involves similar analysis , some are more complicated . (E.g. for each var1 value, find the count of var1's showing each var2 value listed with other var2 (excluding any other var2 that are under ). Time is important. I need the project results as soon as possible (24 Hours Max.) I will provide an instruction document for the project with full details. IF you are good with programming and data analysis, this project should be easy for you.
