Android App Refinement and New Functionality

We're a software company, and have an Android app that has been written for us that we are looking to refine the look of, and add new functionality to. We have the source code, written by Out-of-country Developers who we continuously have breakdown of communication with, as our only form of communication is written, via Skype chat, or E-mail. We believe that whilst current Developers' level of English is to a high level, they fail to understand where we're coming from on very basic tasks. We need someone who gets what we're trying to achieve, to be able to offer suggestions of what is possible, look at better functionality out there, new trends, make suggestions, and so on. We need someone who can visit our office in Stowmarket, Suffolk, United Kingdom. IP14 post code. Either be in our office until work completed, or visit us for a week at a time, which we're happy to pay for time and travel to right candidate. Someone UK based would be ideal, but not essential. We want the functionality mimicked in our iPhone App too, so candidates with both skill sets would be preferred, but again, not essential. We have another project for the iPhone App, but will award both tasks to same candidate under one project if we can. Tasks required include refining buttons and text, all currently in different fonts, sizes, shapes and alignment, which look very unprofessional. Changing menu screen, settings features that allow switching off of sending GPS coordinates to stop draining battery, Improve refresh settings to be streamlined for quicker turn around, real-time ticket and action updating potential, offline functionality and so on.
