We are looking for a very simple application. On vending machines, there is a control board that holds data. This data is formatted according to the DEX/UCS standard. We are looking for a simple Android App will pull the data on the vending machine's control board, which will produce a .txt file, when the phone is tethered to the machine via the phones microUSB port. When a user opens the app, we would like it to automatically pull the data, automatically send the file created via email to a preset email address, inform the user when the whole process is complete and then close. As well, we would like there to be a very simple back end where we could update the app if we were to change the email address that we want the app to be sending the .txt file to, but we want control over the destination email address to be in the hands of an administrator and not the individuals using the app.

We are looking for this to be accomplished very quickly.
I'm an intermediate android developer and I code native android, in Java. This means that I have access to most of the device features.
But your project is not much of an android app as it is an app that require effective syntax parsing. I went through the DEX document and I think your project is a lot about its syntax. When it comes to that, trust me I have done a number of it on personal compiler construction project.
It's going to be the first time I would write android codes for tethering though.
You might not get glossy user interface from me but you would get an app that applies effective algorithms and performs the functions required.
