I have read the requirements in detail. I will make "NATIVE APPS" and not HYBRID. I use XAMARIN to build NATIVE mobile APPS for iOS and Android. I am an expert in Xamarin and have made few apps for the corporates like OSHO International. I have a "Business edition of Xamarin" where I use VS 2015 for the development and use MAC for iOS simulation. I have latest emulators of Android which are recently launched my Microsoft and are much better than default Android's emulators that come with Andropid SDK. I know very well about building cross platform mobile apps in Xamarin with/without Xamarin Forms. I would choose "cross platform app development" strategy so that most of the business logic gets shared across the devices as well as website uses the same shared code logic. This way we need not create NATIVE apps separately for Android or iOS or Web. The development will happen in .NET using Xamarin and with the cross library concept, the shared code logic will be consumed by Web App via MVC. This is the best approach as in future it will be easier for you to manage the apps and web in less amount of work without requiring much work of modifying the code for different platforms. I also intend to use Azure Mobile Services for - database, twitter/fb, etc. login (authentication), push notifications, scheduler, where needed.
