Design and App or customise Excel or Filemaker

I have a simple spreadsheet I use for ordering supplies for my commercial kitchen. I have five suppliers each with various products. I want a simple way to be able to enter products and my order requirements on to my iPad and email them the order. I have many other ideas that I would like to incorporate into the solution but this all depends on cost of the job. Thanks for looking at my post and I am happy to answer all questions queries and listen to your ideas as to what would be the best way to tackle this. Lastly, I am only a small business and do not have much of a budget.
