Build a Flash Game Portal(repost)

We are looking for a custom built flash portal. Though I would like the weekly and monthly top games. Design isn't needed, basic layout and black and white colors are fine. But it needs to be configurable with css or something. (Let me know) I already have the domain and hosting purchased, and I know how to set everything up. Though I may need some help with the initial set-up. Looking to have this done in just about any language, but would prefer: PHP .NET (aspx) Any coder interested is invited to ask questions and start talking about plans. I am not looking for coders who have never done something like this before. This is a very large project, and lot's of work after this is sure to be included.
