ActiveX/component that's like MS paint?

Can you recommend a royalty-free MS Paint-like ActiveX component that allows RASTER images to be edited? Not just scrolling or resizing but has an MS paint-like toolbar for drawing/filling/text entry/zoom? OPTIONALLY send us an exe demo.
