create driver to a virtual cd-rom device

I need someone to create a driver to a virtual cd-rom device. After installing the driver it should be possible to use the virtual drive in software that are able to burn CDs. If the virtual drive is used as the destination drive when the user want to burn an ordinary music-cd (wav-format), the content should be streamed into files on the harddrive. All the wav-files must be converted to mp3-format and saved on the harddrive. Example: A user chooses to burn a music-cd using nero or a simular program. Destination drive is the virtual cd-rom device. User chooses to burn the 3 songs on the cd. Song 1,2 and 3. when burning/writing process is started, all wav files are streamed to the virtual cd-rom device by the program (nero or simular), the driver converts the wav stream to mp3-format and saves the 3 songs on the harddrive as [login to view URL], [login to view URL] and song3.mp3. Users must be able to select the bitrate of the mp3s and the file location everytime they use the driver. If other digital content than wav-files are streamed to the virtual cd-rom, it should be ignored. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Must run on windows XP
