Building a Quiz website.

Hi I want to find someone to design and build online Quiz website. I am looking for some to build a proffesional front end which will enable people to register for the Quiz and submit questions. I would also require a automated mailing system that sends out a email every weekday that include a qualifying question and then if that is correctly answer allows access to a extra 2 questions on the website. It would also need a backend where I can look at submitted questions, submit questions myself and edit the email formats. The bid should be for the entire project from the design to complete implimentation.
