C# .net windows e-mail service application

Looking for C# .net programmer to create a Windows service program. * Program will be able to self install with /install or similar param as a service. * Program will have to be installable on Windows 2003 WebServer. * Program has to execute without a .remote session open. * Read following settings from an ini file * Days to send e-mails SUN,MON etc * Time to send e-mails 1800,1900 etc ot 4 pm etc * Path and location of report files to Attach. (two or more) * Last Time and date emails sent * Retry interval in minutes and Max Retries * Message body file name (fully qualified txt file) Message body file name * Program will execute an external application to generate reports and wait until reports are ready. * Program will send out emails to users marked for e-mail in a database table at the specified time on specified days * Message body will be created from a txt file from a fixed directory and insert the persons name at [#name] in the message. * Application will copy the reports to a sent directory. * In case of failure, smtp not ready or database problem, retry every interval or until next send date or retry count Will provide a sample code to create a service. Table SQL will be provided ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
