Build and host a website, for breaking news

I want a website, that named it "breaking news" , it should be working like www.allvoices.com. The visitors can see breaking news, according to the categories, on main page. The user can log on by using user name / password. He can post breaking news copied from different websites. A user can also report fake or late breaking news or already published news, in this way, the owner of the post could be blocked or struck off from the list. If user could receive the breaking news in the form of text messages on his mobile. He could choose one or more categories, like politics, education, provincial, showbiz, media, military etc. If he chooses to receive the news on his mobile phone vis text messages, then mechanism is to be developed to send text messages, and to charge some amount in USD using well known money brokers( paypal , webmoney, skrill, moneybrokers etc) or using credit/ debit cards. The users could earn money up to 5 USD by posting 1000 breaking news posts on the website. Sending and receiving the money via credit card, moneybrookers etc is to be provided. This is to be advertised on main page. The website may later receive adds from different websites (like google add sense etc) in future, so while developing , it should be kept in mind. The website must have elegant and attractive design, light weight, and user friendly. A user can search a specific category , personality or celebrity etc. It could support images and videos etc related to that personality. The objectionable contents like porn, naked, hatred etc could be blocked and reported to admin. In this way, a concise and smallest policy/ terms and conditions is to be created. The users must click "agree" before sign up. The news once read could be shared on social media like facebook etc. If the user wants to log on using facebook, google etc accounts, he should be given access. These are minimum requirements, the best imagination in design and functionality will be a plus point.
