Change .NET programs to Delphi

I have 23 .NET software programs that are basically templates that people type into to have their responses all recorded in a final box. I created them myself with a simple code and then hired a programmer to make them look more professional. He used .NET framework and I do not like it at all. My customers do not like having to download the extra .NET framework that he has added to the zip file in each. The programs do NOT work on all Windows computers. They look fine on some and very bad on others. If you are familiar with .NET and Delphi or some similar language that will create professional looking programs without the hassle of the other, please give me a quote. I will probably hire the first one that gives me a reasonable price and deadline. I prefer someone that speaks English fluently, since my current programmer has problems understanding me at times. He also has a completely different time zone that makes working together difficult. Buyer will receive exclusive and complete copyrights to all work purchased.
