Ad supported free WiFi Hotspot service

I need someone to setup/build this service where I will be offering ad supported free wifi hotspot to my customers clients at varied locations thought a P.P.V, P.P.C and free trials sign ups point system. Similar to ( [login to view URL] ) The clients will need to register with their name, email, gender, age, and mobile number. Then they will be redirected to a members page where they can receive points from clicking on offers similar to ( [login to view URL]) but instead of [login to view URL] receive predetermined amount of points ( I will need to be able to adjust the ads and points accordingly though the cpannel) for completing offers that will automatically allow the client to surf the web for a certain amount of time. The more offers they complete the more time they can continue surfing on the internet. Also every minute or so ( I will need to be able to adjust what ads and the intervals between 30 seconds to 5 minutes ect. though the same cpannel) a P.P.V. such as a 10 second ad or a video ad will pop up. I will need to control the each of the hotspots system similar to ( [login to view URL] ) same [login to view URL] the ddwrt and( [login to view URL] ) I need a fully customizeable splash page for the location for My customers for each hotspot I need to be able to link Paypal or other payment systems into this system as well. If anyone has any suggestions or ideas that I could implement into this system would be greatly welcomed.
