Add Fix/Function to Custom Joomla Website

This project entails adding a custom function on a custom Joomla website. Please do not bid on this project unless you read and follow all instructions. Custom Joomla website has a custom business directory installed. Within that directory is a custom rating system (0-3 stars). What I need is a function added so that when the star-rating display is "moused over", a small tooltip appears to explain the rating system. The other option is to just link the display of the star-rating for each listing to a regular content page that explains the rating system. I do not need anything fancy, just functional. The display should blend well with the current style of the website. I need the most inexpensive but functional solution.
