Create single user condition in catalog price rules

Under Conditions in Promotions > Catalog Price Rules I want to have a new option in the select where I can set the user entity ID with a textfield. Meaning I can create a action where I can say The user with ID = 3 gets 5% discount NOT Usergroup! If its easier add a select box under Status on Rule Information where you can select the user / or write the user ID in a text field
