Custom Magento Mod Using Magento

I will Supply Magento and the Design.. Basically we need to create a site that has the function of users being able to get a quote for DHL deliveries for parcels and can buy if the quote suits them. The site DOES not sale products but resells DHL, City Link ect delivery services The site to have the same feel and look as [login to view URL] Here is the Example flow of the process for the customer. 1. Customer selects country 2. Then add pickup postcode 3. Adds destination postcode 4. Enters Weight, Height, Width and Depth of the parcel 5. The customer can add another parcel to the same order if they wish ( Just like on this site ([login to view URL]) 6. Customer clicks button for quote 7. Price Shows with a BuyNow button next to it 8. Customer Buys through the checkout in the normal way. Here is the Example flow of the process for the ADMINISTRATOR after order is made. 1. Admin notified of order so they will then manually order this from the reseller to get tracking number and shipping label. 2. So from this point the admin needs to beable to goto the order in magento or cms and add a PDF and tracking number. 3. Once the PDF is added ( The pdf has the Shipping Label) to the customers order a notification to the customer must be sent with this pdf attached (or any other idea you may have) The product is the parcel deliverer which i have all prices delivery zone ect on a csv. Each country or group of countries have a different price. The calculation of the price is worked out like this Country ( This is grouped in Zones 1 to 9 - Zone 1 for example has Uk Germany France) Volume for this service is LxWxH / 5000 ( Volumetric volume) Weight Now this is the bit i need you to focus on when bidding. As the above we will need a way of adding easily mutilple carries i.e DHL and Fedex. When a customer is getting a price for the delivery service to buy it works like this; The cost outputted is to what ever is greater the weight or the volumetric weight, for example if the user puts in the weight of 5kg but the volumetric calculation ( LxWxH / 5000) comes to 8kg then the price for the volumetric weight shows as it is higher. There is a maximum of 50KG, if the weight goes over this each zone has a per additional 1 KG charge so this needs to add if the volumetric weight goes over. 120cm is the max that users can enter in the LxWxH calculator boxes, if the user enters over Max dimensions then when they submit the form they get a message to Email or Call for a price. The shipments are charged on which ever is greater, the actual weight or the volumetric weight. Volume for this service is LxWxH / 5000 .
